在市委市政府高水平建設(shè)臨空經(jīng)濟(jì)示范區(qū)，帶動(dòng)城東智造大走廊加速崛起的發(fā)展要求下，為推進(jìn)杭州實(shí)體經(jīng)濟(jì)發(fā)展、提升制造業(yè)水平、增強(qiáng)產(chǎn)業(yè)競爭力，杭州臨空經(jīng)濟(jì)示范區(qū)圍繞“兩港兩高地”定位目標(biāo)，開啟建設(shè)新篇章?，F(xiàn)就臨空啟動(dòng)區(qū)陽城濱江片區(qū)向全球公開征集有國際化視野、前瞻性思維、創(chuàng)新性的深化設(shè)計(jì)方案，發(fā)揮陽城濱江片區(qū)在臨空啟動(dòng)區(qū)的戰(zhàn)略引領(lǐng)作用，打造出承載臨空未來產(chǎn)業(yè)發(fā)展標(biāo)桿區(qū)、“港產(chǎn)城”深度融合活力區(qū)、臨空沿江一線形象展示區(qū)，指導(dǎo)片區(qū)高質(zhì)量建設(shè)。

In response to the municipal government's high-level initiative to construct the Hangzhou Airport Economic Demonstration Zone（HAEDZ） and accelerate the development of the Intelligent Manufacturing Corridor in Eastern Hangzhou, we aim to boost the real economy, enhance manufacturing capabilities, and increase industrial competitiveness. The Hangzhou Airport Economic Demonstration Zone, centered on the objectives of "Two Ports and Two High Grounds," is embarking on a new chapter of construction. We are now seeking internationally oriented, forward-thinking, and innovative detailed design proposals for the Yangcheng Riverside Area within the HAEDZ initiation zone. The goal is to establish the Yangcheng Riverside Area as a strategic leader in the initiation zone, a benchmark area for future airport-related industrial development, a dynamic zone integrating port, industry, and city, and a prime demonstration area along the riverfront. Guiding the high-quality construction of the area.

陽城濱江片區(qū)地處杭州蕭山國際機(jī)場北部，是錢塘江入海口和城市板塊交界面的重要門戶，也是臨空經(jīng)濟(jì)示范區(qū)“北翼”重要的產(chǎn)業(yè)板塊。項(xiàng)目西側(cè)毗鄰錢塘江，東側(cè)為中環(huán)快速路，南側(cè)為蕭山機(jī)場和生物科技谷，北側(cè)為白虎山。

The Yangcheng Riverside Area is located north of Hangzhou Xiaoshan International Airport, at the confluence of the Qiantang River estuary and urban blocks. It serves as an important gateway and is a crucial industrial block in the northern wing of the HAEDZ. The project area is bordered by the Qiantang River to the west, the Central Ring Expressway to the east, Xiaoshan Airport and Biotechnology Valley to the south, and Baihu Mountain to the north.

The design schemes should incorporate international perspectives, addressing key issues such as industrial planning, spatial morphology, and mixed functions, etc. They should employ new technologies, methods, and concepts, advocate for low-carbon and green development, and propose creative and implementable planning strategies and design schemes.

Emphasize the spatial experience and relationships from a human-centric perspective, focusing on the needs of people. Enhance urban quality through scene creation, address functional shortcomings, and develop a composite industrial area dominated by industry but integrated with cultural tourism and leisure activities.

考慮到未來產(chǎn)業(yè)發(fā)展的不確定性以及產(chǎn)業(yè)空間需求的特殊性等，探索適應(yīng)性強(qiáng)、靈活度高的產(chǎn)業(yè)空間組織模式和空間產(chǎn)品。銜接未來規(guī)劃軌道線位和站點(diǎn)布局，促進(jìn)片區(qū)土地資源高效利用。

Considering the uncertainties of future industrial development and the specific needs of industrial spaces, explore highly adaptable and flexible industrial space organization models and products. Coordinate future rail line alignments and station layouts to promote efficient land use in the area.

Returning the Embankment to the People, Integrating it into the Landscape

以打造錢塘江“世界級(jí)濱水岸線”示范樣本為總體發(fā)展目標(biāo)，充分借鑒國內(nèi)外濱水地區(qū)開發(fā)經(jīng)驗(yàn)，強(qiáng)調(diào)安全為先、以人為本，融入公共藝術(shù)和文化功能、休閑活動(dòng)功能，打造活力水岸。

With the overarching goal of creating a "world-class waterfront" along the Qiantang River, the design should draw extensively from both domestic and international waterfront development experiences. Emphasize safety as the foremost priority and adopt a human-centric approach. Incorporate public art, cultural features, and leisure activities to create a vibrant and dynamic riverside area.

整體謀劃，實(shí)施落地

Holistic Planning and Practical Implementation

遵循整體謀劃、分步開發(fā)的原則，整體謀劃陽城濱江片區(qū)的全景藍(lán)圖，并提出合理的開發(fā)時(shí)序。同時(shí)應(yīng)注重方案的可實(shí)施性和落地性，避免方案流于概念而難以實(shí)施。

Follow a holistic planning and phased development approach, formulating a comprehensive blueprint for the Yangcheng Riverside Area with a reasonable development timeline. Ensure the feasibility and implementability of the proposals to avoid overly conceptual designs that are difficult to execute.

方案征集包含兩個(gè)層面的范圍，詳見下圖。

研究范圍

Research Area

北至一工段橫河，東至中環(huán)快速路，南至義南橫河，西至錢塘江岸邊（包括搶險(xiǎn)河及觀潮堤岸），用地面積約8.9平方公里。

North to Yigongduan Henghe, east to the Central Ring Expressway, south to Yinanhenghe, and west to the Qiantang River (including emergency riverbanks and tidal embankments), covering approximately 8.9 square kilometers.

設(shè)計(jì)范圍

Design Area

北至南陽橫河，南至美女山腳，西至錢塘江岸邊（包括搶險(xiǎn)河及觀潮堤岸），東至美獅西路，用地面積約1.1平方公里。

North to Nanyang Henghe, south to the foothills of Meinv Mountain, west to the Qiantang River (including emergency riverbanks and tidal embankments), and east to Meishi West Road, covering approximately 1.1 square kilometers.

Conceptual Planning for the Research Area

對(duì)8.9平方公里研究范圍，要求做好沿江空間與腹地空間的一體化整體協(xié)調(diào)，充分挖掘區(qū)域特色、產(chǎn)業(yè)特色及交通條件等方面的優(yōu)勢和潛力，借鑒國際先進(jìn)臨空產(chǎn)業(yè)的發(fā)展理念，對(duì)目標(biāo)定位、產(chǎn)業(yè)業(yè)態(tài)、形態(tài)風(fēng)貌、江堤一體化設(shè)計(jì)等進(jìn)行整體統(tǒng)籌謀劃。以會(huì)展中心周邊（含西側(cè)沿江地塊）、塢里村及周邊、月亮灣總部基地為三個(gè)重要研究節(jié)點(diǎn)，提出具有特色性、可深化性和可實(shí)施性的規(guī)劃對(duì)策和方案。

For the 8.9 square kilometer research area, ensure the integrated coordination of riverfront and hinterland spaces. Fully leverage regional characteristics, industrial features, and transportation advantages. Drawing from advanced international airport industrial development concepts, provide overall planning for target positioning, industrial formats, morphology, and riverbank integration. Identify three key research nodes: the area around the exhibition center (including the riverfront west), Wuli Village and its surroundings, and the Moon Bay Headquarters Base, proposing distinctive, detailed, and actionable planning strategies and schemes.

Detailed Design for the Design Area

對(duì)1.1平方公里設(shè)計(jì)范圍，要求深化細(xì)化在研究范圍的區(qū)域概念規(guī)劃中所提出的重點(diǎn)內(nèi)容和要求，開展詳細(xì)設(shè)計(jì)，達(dá)到概念建筑景觀設(shè)計(jì)深度。包括但不限于設(shè)計(jì)理念、產(chǎn)業(yè)策劃、功能布局與業(yè)態(tài)細(xì)化、空間形態(tài)設(shè)計(jì)、堤防岸線與腹地空間一體化設(shè)計(jì)、交通組織及慢行系統(tǒng)優(yōu)化、公共空間設(shè)計(jì)、景觀風(fēng)貌協(xié)調(diào)等相關(guān)內(nèi)容。

For the 1.1 square kilometer design area, deepen and refine the key elements and requirements from the conceptual planning of the research area. Conduct detailed design to the depth of conceptual architectural and landscape design. This includes but is not limited to design concepts, industrial planning, detailed functional layout and formats, spatial morphology design, integrated riverbank and hinterland space design, traffic organization and pedestrian system optimization, public space design, and landscape coordination.

本次方案征集接受單獨(dú)報(bào)名（境內(nèi)應(yīng)征單位）或聯(lián)合體報(bào)名，以聯(lián)合體進(jìn)行報(bào)名的，牽頭單位需為境內(nèi)單位，聯(lián)合體應(yīng)征單位成員不得超過三家；不接受個(gè)人及個(gè)人組合的報(bào)名；以聯(lián)合體方式應(yīng)征的單位應(yīng)簽署聯(lián)合體協(xié)議。

The solicitation accepts registrations from individual firms (domestic participants) or joint registrations. For joint registrations, the lead entity must be a domestic firm, and the joint participants should not exceed three members. Individual and personal group registrations are not accepted. Units applying as a consortium must sign a consortium agreement.

境內(nèi)應(yīng)征單位須具有城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)或建筑設(shè)計(jì)甲級(jí)資質(zhì)，境外應(yīng)征單位須具有所在國、地區(qū)核發(fā)的相關(guān)設(shè)計(jì)資格或執(zhí)業(yè)許可，并提供相應(yīng)的證明材料。
